Your overestimating the rate of take up. The benefits are not fully yet sold on the general public. Range anxiety is still real, ability to recharge is a concern. The still higher up front cost (for now) and limited options for a large part of the new car buyer market.
I have millions invested in this market but am a realist in the likelyhood of Australian's to leap on this.
Government subsidies, legislation changes would certainly alter the take up dynamic but revenue from fuel excise is significant for government coffers. They're in no hurry to push something until they have an alternative in place. Road usage charge for EV's the obvious choice. Keep it low as more customers come, raise it when they have a captive supply.
