A small buyback may only allow those people who want to exit at 1.4 cents to do so.
A dividend results in certain small cashflow to shareholders, and signals to the market the company is profitable.
A buyback can result in an uncertain capital gain for shareholders, but also can have no effect whatsoever, as some shareholders will speculate that the buyback will be limited, and will get out while they can. There are many stale holders in this stock.
Check out CE1 for a similar company (in terms of size and output) who undertook a buyback with little real effect.
