When there was an expectaton by the miners that the Govt. wuld not reconsider the threshold nor the loss reate the miners complained and said:

"Tinkering at the margins will not avoid the significant long-term damage this tax could do to mining investment in Australia".

Now it is revealed they have consulted and listened. The govt does appear to change the threshold and remove the loss rebate and the miners say:

"Tinkering at the margins will not avoid the significant long-term damage this tax could do to mining investment in Australia".

Who is it that wont negotiate? The miners! Why? Because they would rather write the policy.
