I am surprised that Apostrophe Man has not dropped in to point out that a question needs a question mark. Vis - ? But then, no member of the Home Team ever criticises another here. It's part of what makes it such entertainment.

You clearly don't recognise sarcasm though. Legman is just repeating the advice given to him numerous times in the past to "contact Tony".
A rhetorical question is one that does not seek or require an answer. If either of Legman's questions was in fact rhetorical, then there would be no point "asking Tony", would there?
