The wording is a bit dubious.
"The Company has been implementing a financing plan and is progressing negotiations with different potential sources of capital and equity financing in order to protect the progress of the Project and build the Muga Mine."
Not sure why it would be to "protect the progress" ? Makes it sound like preparation for a justification of raising funds at less than favourable terms on the basis that it is 'no choice - have to protect the progress'.
