if you ask that question maybe you should also ask another question.

Why do stocks rise prior to an announcement?

Because the market works on information being leaked. The addage of buy the rumour, sell the fact stands true so often.

Hence when good news hits the market there is a certain amount of that news already factored into the price and therefor people sell and take their profits off the table.

One good advantage that tech analysis will have over fundamental analysis. Indicators to determine the possible rises in prices.

If you know why a stock has risen so will everybody else, and if everybody else knows you arebuying too late.
