Joe hinted in an earlier interview that they were looking at a local Abu Dhabi organisation to build the chemical plant, and LPD would run it. This sounded like a cheaper way to get the project off the ground without taking on too much debt or issuing more shares.

If they can find someone to invest the money to build and operate the plant, then LPD unlock a lot more scale. They can use phase 1 as a test bed to do something similar in the US for phase 2 (and phase 3, 4, etc)..
