BL, that's a fair question.
How smaller miners get a project going is an age old problem.
Some issue more shares and some forward sell their output.
It is a rough deal for long suffering holders.
I thought that the supertax had benefits for smaller miners because it removes the royalties that have to be paid regardless of size or profitability and makes payments dependent on profits over 6% of capital worth. Suddenly a lot of smaller operations become profitable and smaller operations employ many more workers than larger ones. It is a case of many miners who are not even in production crying foul and once the tax is stopped they will probably never reach production stage. Go figure.
