Still - I think the ranking still applies. While banks manage risk, they are still a less risky proposition to a crash and burn business. WOW - with its dependence on staples is the least risky of all.
I think that order is correct.

Banks - some risk (managed)
Mines - crash and burn
The potential return for a mine SHOULD be greater.
