You are bringing into it issues that Kirby did not. Maybe Kirby should have been a bit more circumspect and put in a few parameters?
So let us see what Kirby said."Russia's attempt at an offensive in the Donbas largely through Bakhmut has failed," Kirby said. "Russia has been unable to seize any real strategic and significant territory."
He said the Russians have made some incremental gains in Bakhmut but that this has come at a "terrible, terrible cost" and that Ukraine's defences in the region remain strong.
OK! So, Kirby said that "the Russians have made some incremental gains in Bakhmut".
Mathematically, incremental means a small positive change. What I said was that going from a holding of zero to over 90% is NOT a small change.
