This is exactly what I was going to say. Agree completely, given the sheer size and scale of the DOD and VA, it was always going to be a pilot rollout to try first (from their own risk management point of view too). Same as what happened with I-MED. Not dissimilar to trial period before you sign up to membership with any subscription provider.

In this case though, we and the company are confident in the technology. It is proven to work. It is useful. And other large organisations have signed up for it, and have released lots of research around it. We have the best chance of success.
