If you paid attention to the geologists explanation about the Nomgon Appraisal work and resources estimate you would understand they had extremely limited data for drill reports, mostly all of ours only, and were paying tk certify what they drilled.
TMK has hundreds of drill logs to use for data input and therefore can much easily get higher estimates.
If we drilled a csg we'll in Surat Basin after 5 or 6 exploration holes, we would have much higher estimates.
