The only ceveat to that line of thinking is -
a.) Was the valuation appropriate in 2017? Maybe it was wildly overvalued back then, and is only back down to earth now (and not no-brainer cheap).
b.) You have to account for the change in the base/risk free rate over that period with the rapid rise in interest rates, and any sovereign/geopolitical risk profile changes in the main markets the company operates in (in this case, Pakistan largely).
So yeah, the business has improved, but it could still be fairly valued at the current levels.
