The window is never a set period. As its a very grey area.

Management obviously just have to be aware of the timing that they decide to trade as the last thing they want is to be seen as an inside trader.
As per the company website though:

TRADING PERMITTED DURING A PROHIBITED PERIOD
Provided that an Individual is not in the possession of price sensitive
information, an Individual will be able to deal in Company shares and listed
options during a prohibited period where the transaction is one of the following
types:
• A trade in the period between the release and the record date for an
issue of shares or listed options in the Company under a prospectus (or
any other disclosure document under Chapter 6D of the Corporations
Act).
• The subsequent issue of shares or listed options in accordance with the
prospectus or other disclosure document (including the underwriting of
any shortfall as set out in the document).
• The exercising of options (including unlisted options) during the month
immediately prior to their expiry date.
• Undertakings to accept, or the acceptance of, a takeover offer.
• Transfers of existing holdings of shares and options which do not result
in a net change in the Individual’s overall holding.

So currently my personal assumption is that 1) the pfs has not yet been received by management and is still in preparation 2) its not a price sensitive piece of information (if they have it). As per the above bold point it looks as though he has left it to almost the last minute to take them up due to likely the moblan released info mid last month. Probably thought it would have had a larger impact on price.

Obviously they need a trading window to meet their own personal financial commitments, it just being careful when they do it.
