I think you may be right, been with Optus 10 years for broadband & phone, just switched because of better package & drop off in Optus performance. Was most impressed with Telstra changeover & follow up. Also Telstra expanding range of technical goodies, their networks work & is paid for. Therefore Telstra will be the lowest cost provider for the next 5 years if they take on NBN. Politically, NBN will be a major embarrassment for Rudd re costs & shareholder/voter anger if Telstra does not join NBN at a good price for share holders.
