I don't think approvals will be a problem given the first GSA, with Cleanco is owned by the government. And if the greens push too hard, they'll start pushing labour in the liberals together, just to override them to keep the country moving. Labour just have to put up with them for the moment, but everyone knows they are zealots that are not fit to govern anything. 
Politicians are generally stupid and liars, but they won't do something that can jeopardise them personally.
