I don't think anyone is happy about production delays due to water in the wellbore - but there was a hell of a lot more water there when the well was stimulated.
Regardless, we will all be in a better mood once management resolve the issue, begin production, and make some announcements. This "appraisal via production" plan is a real blue ball - it may be a good strategy (I have no idea), but it's definitely going to delay peak production numbers.
