Quebec has a dozen WR1 deposits just sitting in the ground never had the capital to start. One of them did and went bankrupt half way through construction.
australia seems to be the best place on the planet for the western countries to invest and china, because the government doesn't block projects and doesn't try and take a cut of profits besides gst.
