Actually, not true. The royalties will still be paid by the mining companies to the State Govts but will have them credited against their RSPT payments.
It's an irrelevant point anyway, just made to confuse the issue. We are comparing total payout to the Government(s) by the mining companies. ie IncomeTax + Royalties vs IncomeTax + RSPT. It doesn't matter what you call it - it's still money paid out by the Company.
