Yes it is a public source. etrade provide Advancers and Decliners throughout the day. Also, Advance and Decline Volume. Final figures are available soon after the close.

Financial Review also has Advance/Decline numbers on a daily basis but not the Volume figures.

I did some searching once and came up with a source for historical values - but I can't remember where it was. :) Old Timer's Disease, I'm afraid. I posted it for Volt way back in some time.
