It would help capital costs and operating costs. I expect it's best to wait for certainty on the road construction one way or the other, to know how to best construct the project.
'Lower capital costs' means that without the road, they have to spend money on something else instead - ice road? Other? So if constructing first, and the road happens later, then you're wasting that spent capital.
