Sellers have the exact same effect as buyers. this is based on shares traded. It takes a buyer and seller to complete a trade More buyers than sellers stock goes up and the same is true in reverse.

In the US Shorting is very expensive and risky because the loner has the right to recall their shares with one market days notice if they want to sell thus killing the profit and only leaving the expense. Most shorts are short term. Your Chart between 30 March and !2 May shows about 21M new shorts. that is about 400,000 new shorts for every day Market was open. this is significant but SP rose from AU$ 6.34 to 7.45 during this time. A total of $1.11 or 17.5% It shorter did slow this down. Total volume during this time. 171,6 M shares or 5.73M shares a day So shorts on average were just 7% of total shares traded. So they did slow down the rise but not much. To make money they have to cover when stocks fall this will slow down fall. but again not much.

This is a Lynas board so why don't you take shors traded over any periode you want and show why you think they hurt the stock. Using real numbers like I did.
