To be substantial shareholder would need around 40M shares ie 5% x SOI, so entirely possible.
In any event all the shares being sold are being bought. I know it sounds obvious, but shares are being transferred from those that see no value to those that see the value proposition - it just takes some time to flush them out, but eventually they will be gone.
