I doubt deep sea drilling will be banned. The US gets 30% of its oil domestically and there is no way they would give away their access to the deepwater.
Obama stated as much just shortly after the disaster unfolded. More likely is that after the moratorium, a raft of new legislation will come into effect and all sorts of measures applied to deep sea rigs.
