I sense that maybe the DOE has said , look brucey boy , we’re happy with your plans but we told u to get green river, now if u get this but if land here , we’ll fund it and we’ll get you the approvals you need!!! We are happy to fund paradox aswell but given this is private land it allows us to get you to circumvent all of those green campers etc etc
anyway looks like we’ve now got more water than we could possibly need?? Unless of course this plant is for bromine, iodine etc etc
