The whole reason licenses are not good forever is that things happen that require changes. The US has shut down a good portion of its Coal and nuclear power industry by adding restrictions to licensing restrictions every few years. also, by adding restrictions to the entire industry above their license. Same goes for most EU countries. In fact the entire ICE industry is be regulated out by new requirements. I am not saying this is good or bad just that MAL is not doing anything that is not done all the time in many countries.
