Good analysis Merlin, that sounds highly likely & is difficult to see how else it could unfold otherwise.
I think they immediately need to recruit Paul Roberts as the communications director/lead consultant as he has the commensurate level of enthusiasm for this great company. The current quality & rate of communication being disseminated is akin to watching paint dry - woeful!
