My guess is, Ganfeng and other Chinese companies must want the escrowed 210m shares, but this process might be stalled, so Ganfeng has to take actions and pay a premium price for LLL, also they can't wait, imo.
With the world's most experienced lithium compound producer, jointly developing a downstream facility is a very smart move.
