A capital raising puts a 12 month restriction on US investors buying shares and the company is loathed to do this.
Management also sees the shares as being highly undervalued and does not want to dilute the share price. IP alone could be worth multiples of the current share price. Sadly, covid destroyed the momentum for IMR and hospitals now want to see IMR to be able to solve more problems than just ablations. This is where the VT trial comes in.
What I think is likely is, that when the VT trial finally gets approved in the next month or so, it will be followed by a funding announcement of some kind. Maybe one of the big MRI makers will take a stake. GE doesn't current have a stake, so this may be a good opportunity for them to come aboard.
