The Ministers' comments were apparently made at a workshop which aims to look at ways of maximizing the value of Namibia's mines and energy sector. This was not referenced in the media articles as far as I'm aware.
This is different to framing these statements in a way that sounds like they are going to form part of new legislation, which would need to be discussed inside their parliament.
It's a subtle but important distinction, and it could suggest this is being blown out of proportion.
