i can't open the link. I'm not saying they're sleeping when it comes to domestic critical mineral production, but as cringe as it is to say; 3.8B is not going to cut it.
developing a consequential mine? looking at a billion, building the refining infrastructure? that's another billion.
all I'm saying is if they're very worried about securing supply chains domestically, it's going to require a Manhattan style all hands on deck mobilization.
