As far as I can tell from reading the announcement the restructure basically resets the provision that allows SMN to issue up to 15% of their share capital without shareholder approval. This 15% was obviously recently reduced by the placement in April. Be interesting to see if they have another placement already in the pipeline that they intend to use this on.
