The paragraph following the ones that you quoted states that "The exchange is conditional on satisfaction of certain conditions precedent...."
Presumably the (undisclosed) conditions were not met, allowing the InfoCasas/E24 executives to negotiate a (much) better deal for themselves.
Obviously (as you say) this is not a positive. The same amount of cash is being raised as previously announced, but at the cost of a lot more dilution for shareholders.
Let's hope that the $A17.1m raised recently is enough to avoid further capital raisings
