The government will likely sign the PPSA for maximum political gain ie straight after a discovery is announced. I recall one of the ministers saying this prior to M1. They will sign the PPSA only once they know a discovery of commercial HC is made. If they sign it now and it turns out there is nothing there of any real value they have egg on their face. Probably a lot of pressure on IVZ from the govt to get this done.
