it looks like a standard cleansing statement prior to a cap raising.

I would hope that they are planning to raise at more than .005 (a 20% discount to vwap is pretty standard), and i would also hope that they will raise the absolute minimum required.
By the way you should check your calcs, to raise $1m at .oo5 would require the issue of 200m shares not 20m.
Hopefully the ML will be granted shortly and in conjunction with the recent Montenegro deal a rerate will occur
