    I was in agreement with you ---and believe your logic is correct ------ until your final sentence...

    I'm guessing but for the $15B the government and Australian people will expect a return on investment.

    Not trying to 'voice' an opinion -- but I have not seen much returns for double that amount--

    maybe ADO can lead the way....
