This wouldn't be all that surprising for an index deletion candidate. Natural sellers come from index and ETF holders that sell in order to replicate index returns. Natural buyers come from hedge fund add/delete players. Their trade is done so they are out. Borrow supply would also be expected to fall as index/ETF is a key supplier, especially from global managers.
