This step of the assessment process took well over 12 months to progress - There were so many times EPA/company had to go back and forth, you would think most of the issues would have been addressed by the regulator.
It won't surprise me if there was no public comments at all.
VRX would be in drivers seat once all EPA approvals are in hand, so it would not be unreasonable for any interested party to sign offtakes now rather than in 6 months time.
