Commercial patents are one of the options available to protect IP created by institutions when research projects are funded by government departments like the DoD and DoE. However, they are not the only means available, especially if the technology is sensitive to country national security. The other alternatives are:
• Trade Secrets using non-disclosure agreements.
• Contractual Agreements like a research contract or a cooperative research and development agreement (CRADA) contact.
• Technology Control Plans where the DoD defines procedures and controls.

If someone is so concern about how rare earth research is managed by the CMI at AMES. He should contact the name I provided earlier or directly contact the DoD or DoE. Alternatively, he can keep posting misinformation on this forum including others and they may find him. PS The Don is looking for a roommate.
