I think it refers to the stated investment amount in the Company's grant application, which they were obviously conditionally successful with. Novonix did confirm that the new facility was going to be in Chattanooga (not least in their grant application), but there's no rule that says they couldn't change their mind if their circumstances changed (e.g. VW stuff). It's conceivable that a new location and associated keystone offtake is what has slowed down the loan application progress.
