Military tends to be slow (and "lowest bidder" is a thing...) for things like uniforms and boots (and friggin' heavy bulky shitty sleeping bags...) that just work well enough and while perfectly serviceable (if friggin' heavy, uncomfortable) stocks are run down, but they can't whip chequebooks out quickly enough for technology that'll win wars... Until not too long ago (and maybe still are?), there were still random bits of Vietnam era kit like ALICE frames and pouches still in service alongside gen 4 imaging and sighting equipment; at the beginning of the Timor era they were still issuing a clasp knife with a marlin spike/hoof pick on it. There'll still be some antiquated and obsolete kit on issue alongside quantum-equipped devices just about as soon as it arrives..
