Going by the reasoning in the initial judgement to grant the license then I would think the chances of an appeal being granted are substantially less than 30%.
Averages can be very misleading and the appeal depends on what new information has been put forward that the original decision did not consider.
Without seeing the submissions it is hard to know if the appeal was based on “the vibe” not on the facts.
