At a basic level, it seems like pure extortion, somewhat like an old Italian mafia shake down racket. 'Pay the money or you can't do business'.
Seems fairly ridiculous to me.
My question is whether this legislation also grants some veto powers at the permitting stage (surely WA wouldn't risk their Tier 1 sovereign risk status just for some moral virtue)?
