They broke down the negotiations into 2 components:
I'm assuming if either had been met (with the other still in progress), they would have announced this.
This looks seriously stalled and I have my doubts about the Government authorities in Brazil, both regional and national.
I'm looking at reducing my exposure to South America, particularly Brazil, in general.
