Well do a deal for deuce sake. Or even better, instead of an economy damaging, pass it onto the consumer, tax dis-incentive for carbon producers. Use the carrot. Make it nice, and digestable. Reward the low carbon users.
'Where do we get the money to reward'? the unenlightened say. From the surplus that comes about from prospering, non disincentived working and business classes who are in full employment from internationally competitive industry.
