Surely that was just an admission that there's little/no money in WA based chem conversion due to huge costs compared to what GF can do it for in China. The only reason for Leo to start up the Euro based conversion facility is that it is sound risk mitigation strategy IMO. Otherwise I'd be happy to send all the product to them in China.
