The bank absolutely would tell you that you can have a loan up to $900k, it's a pre-approved loan amount based on your capacity to repay.
I think offering funding up to $900m on the proviso that it's proportionate against German offsets in no way indicates that more German offtakes are certain, they're just offering an incentive to ARU when negotiating with German companies (it's a tick in the 'pro' column).
