A payment plan with what future cash flow? FID is still being finalised and has a chance to not proceed. From what I've read up on the CER, is that they are willing to work with companies that have the ability to meet future obligations. According to their website, they are not shy on recouping losses from companies with poor communication towards the CER. I do not know of any precedent of the CER appointing an administrator to a company that is failing to pay debts.
