Before any major take out PMT - you can be assured they will have done their due diligence on the permitting, ensuring it will pretty much be granted. If not - i doubt a major will offer the big bucks required to take this over.
So if you see an offer from a major to takeover PMT - it pretty much means permitting is A-OK
