Who cares what their logic is, but if I had to guess, it is that the FDA will wait until the last minute to decide, and they can make a few pips by pushing the price down on the fear that sometimes appears when waiting for news.
A question I prefer to ask is why Dr. Krause would spend $74K on Meso so close to the PDUFA date? Who do you think is in a better position to guess whether approval will be granted? Krause or the shorts? The shorts don't have insider info; there are no leaks.
